"Important as science and engineering are, however, their
role may be overstated.
A recent report by the OECD (1) concludes that the invention and and initial commercial
exploitation of new products and processes matter less than the rapid and
widespread diffusion of that technology. Despite the broad
public sympathy for scientists engaged in the process of
discovery, research, by itself, may not be sufficient to ensure
economic growth"
Most governments, the OECD suggests, misunderstand and mismeasure the role of technology
in their economies. Typically they use R&D spending as a percentage of GDP to measure
their countrys technological sophistication"
"Confusion about diffusion These findings suggest that a
rethink of governments
technology policies is in order. Technology policy has traditionally focused on
encouraging innovation.
If however diffusion is just as important for the economy as innovation, governments need
to focus more on the rapid spread of knowledge.
